The Gateway Program is a large-scale infrastructure project focused on improving rail service along the Northeast Corridor (NEC) between New Jersey and New York City. The plan is to improve the Hudson River crossings for travelers and commerce by modernizing and expanding the most congested 10-mile section of the NEC to add capacity and improve reliability for both Amtrak and NJ Transit.  This section of track services  approximately 200,000 Amtrak NEC, long distance and state supported service, and NJ Transit trips on 450 daily trains.

The project includes the construction of a new Hudson River tunnel and rehabilitation of the existing tunnel, and aims to double train capacity in the area, enhance regional and national rail connections, and address aging infrastructure. The Gateway Program will create four mainline tracks between Newark, NJ, and New York – Penn Station, where there are currently just two.

Novisal is currently providing Air Quality Monitoring for known respirable hazards to meet NY CAMP & NJ PAM requirements for the Palisades Tunnel portion of the project. Novisal is supporting our client with the services of a Certified Industrial Hygienist to develop and manage the Air Quality Monitoring Program, providing the plans for managing the asbestos, lead and PCBs as well as the equipment for monitoring air quality. Tasks include daily, weekly and monthly reporting, data interpretation, helping with corrective actions for AQ excursions, and data management.
