Novisal to Provide Site Safety Services on the MTA Fulton-Liberty Line CBTCModernization Project

Novisal will be providing Site Safety Services to support L.K. Comstock & Company LLC for the, Fulton-Liberty Line CBTC (Communications-Based Train Control) Modernization project #S48019R. This involves a major signal system overhaul for the A, C, and E subway lines in Brooklyn and Queens, replacing old hardware with modern digital controls to boost reliability, speed, and capacity. The $1.3 billion project is estimated to start in early Spring 2026, and is partly funded by the NYC congestion pricing initiative as part of the MTA’s Capital Plan.

L.K. Comstock is the prime contractor responsible for designing, installing, testing, and commissioning the new CBTC system. The purpose is to replace outdated signal systems on the Fulton Street and Liberty Avenue lines with modern CBTC technology. The key Scope
of Work includes:

  • Installation of CBTC wayside and 5G-based data communication systems
  • Repair and replacement of track switches and upgrading of tunnel lighting.
  • Installation of cabling to support cellular service throughout the tunnels
  • Modification of subway cars (R160, R179) and integration with the newer R211 fleet.

The modernization is intended to improve on-time performance by roughly 10%, increase train speeds, and allow for more frequent service for hundreds of thousands of daily riders.

Novisal’s role involves on-site Safety Management Services to oversee and enforce EHS requirements including the Site-Specific Health and Safety Planas well as all federal, state, city, and MTA requirements. Novisal will manage the daily, monthly and quarterly reporting requirements, and all documentation and recordkeeping related to contractor training and certifications. Novisal representative will conduct JHAs, Accident/Incident Investigations, Toolbox Talks and oversee Safety Supervisors and Contractor Competent Persons.
