What is Integrity Monitoring?

sdf

Integrity Monitoring is generally implemented for government-funded construction projects to prevent and detect fraud, waste, abuse, and corruption by instituting independent, proactive oversight. Should integrity monitoring be determined necessary or prudent, a team of Integrity Monitors are contracted by the impacted government agency to provide subject-matter expertise such as accounting auditors, attorneys, law enforcement, engineers, safety professionals and other compliance specialists. These third-party monitors will verify compliance with regulations, review contractor activities, and ensure project funds are used properly, saving tax dollars through real-time auditing. Integrity monitoring is commonly deployed for large-scale infrastructure projects, such as those funded by federal, state, or municipal agencies.

The Key Aspects of Integrity Monitoring Involve:

  • Preventing Fraud and Mismanagement: Monitors look for issues such as procurement fraud, bribery, payroll fraud, and fraudulent change orders.

  • Active Oversight: They perform “boots-on-the-ground” site visits, in-depth financial audits, and compliance reviews to ensure project safety and ethical standards.

  • Independent Reporting: Integrity monitors are independent of the contractor and owner, typically reporting directly to a government agency or oversight body.

  • Real-time Risk Mitigation: By identifying risks early, they help fix problems immediately before they lead to massive cost overruns.

  • Vendor Screening: They often vet subcontractors and vendors to prevent companies with questionable backgrounds from working on public projects.

Construction Safety Integrity Monitoring

The role of the Construction Safety Monitor is to focus on job site occupational and public health and safety practices, ensuring compliance with federal, state and local regulations and requirements. Typically, the Construction Safety Monitor will visit the construction sites bi-weekly to access contractor activities and provide:

  • Safety Inspections & Monitoring: Occupational and public health and safety auditing services, including site visits, reporting, and reviewing contractor Health & Safety Plans (HASPs) and Controlling EHS Documents.

  • Compliance & Risk Management: To review contractor/subcontractor Job Hazard Analyses (JHAs) and review Health & Safety Practices.

  • Preventing Misconduct: Reporting on irregularities that could be identified as unethical or illegal conduct.

Novisal provides Construction Site Safety Auditing for many of the NYC Metropolitan region’s major transportation related infrastructure projects as part of an integrity monitoring team.
